Valve already tried the Trident, as a Neutral Item, & it wasn't worth it. I imagine similar results would happen, if it was a regular item. The item was too situational as a Neutral Item, didn't offer good benefits vs other Neutral Items, & more.
This is why if it was to return in any form, I think it make sense as a Power Treads upgrade. It'll free up an item slot for late game, goes well with many heroes who buy both these items, & you can imagine the benefits of what these New Boots would do.
Normally I'll suggest what this new item might do, but I'll let you all decide this time.
